If someone dies from one of those causes and was not tested their family will sue -- Maybe there would not be so many tests if there weren't tv commercials by law firms offering to sue for every medical issue. If I was a Dr. I would over test too -- It's safer for them.

The problem with many tests is the overwhelming false positives (and negatives) and measurement of biological activity that is meaningless such as PSA tests. An elevated PSA level means nothing more than a sign of inflammation not cancer. The outcome of the PSA test sets off over-treatment when the use of an anti-inflammatory is appropriate. If the treatment is not efficasious...then a more invasive test is called for.
